Fellow citizens of America,

The long dark night has finally come to an end.

For years, our country was torn apart. Federal institutions fell silent across much of the nation. States were isolated from one another, cities became fortresses, and armed factions raised new flags over American soil.

The law gave way to force. Neighbors faced one another across barricades. Millions were displaced, and a nation once united by one Constitution seemed destined to disappear beneath hunger, ambition, and civil war.

But the United States did not disappear.

Through every year of disorder, men and women remained at their posts. The institutions of national defense survived. The authority of the Constitution survived. And those entrusted with the final instruments of the Republic never surrendered them to fear, faction, or ambition.

We endured and rebuilt.

And when the time came, we did what had to be done.

Our armies reopened the roads of the Republic. Our aircraft returned to its skies. Our artillery broke the strongholds of those who believed that years of disorder had placed them forever beyond the reach of federal law.

Where ordinary force was sufficient, ordinary force was used.

Where the survival of the Union demanded more, the United States did not hesitate to employ the powers entrusted to it for the defense of the nation.

That fact is now understood across the country.

The armies of secession were broken. Self-proclaimed governments vanished. Territories once divided by checkpoints, trenches, and competing authorities have returned beneath a single national sovereignty.

And let no one misunderstand the peace that follows this victory.

It is not a fragile compromise written across a negotiating table.

It is not an agreement between the United States and those who once claimed the right to divide it.

A government does not negotiate the permanence of its own country.

The peace we have secured rests upon a simpler foundation: the certainty that no faction, no army, and no self-proclaimed authority can again possess the power to tear this Republic apart.
